Study On Book Purchase Project Management Of One University In Qingdao

Since 1990 s,with the rapid development of China’s social economy,higher education has made rapid progress,which provides a good opportunity for the development of university libraries.At the same time,the prosperity of the publishing market provides a broad space for the construction of library collection,but also put forward higher requirements for the work of book purchase.The university library to adapt to the development of teaching and scientific research,the book purchasing management we must abandon the traditional extensive mode,improve the efficiency and quality of book purchase,not only save money but also satisfy the readers information demand,provide important support for the comprehensive development of the new talents cultivating high quality.Project management provides an excellent theory,knowledge,tools and methods of scientific management for all walks of life.It is widely used in practice to fully reflect the important role of modern management tools for the development of human society.This paper makes a detailed analysis of the present stage of China’s University Library procurement of the general characteristics and existing problems,puts forward the applicability of the application of the project management in the management of the book purchase,and then summed up the new project book purchasing process.Through the analysis of our school library book purchasing status,demonstrated the feasibility of the project,set up a project management organization and work breakdown structure,the book purchasing task refinement and work package split,is conducive to the implementation of clear responsibilities and tasks.This is a new mode of library management.This paper focuses on the specific implementation of the project of book procurement activities,the project management process applied to the book procurement activities,through the strengthening of book purchasing project management objectives,planning,improve the controllability of book purchasing activities,improve the efficiency and effectiveness of book purchasing work.The main work carried out:Through the investigation and research,including the reader needs,the book market,the supplier’s survey,based on the project demonstration to further clarify the project objectives;Strengthen the evaluation and management of Library suppliers,straighten out the bidding process,select the best suppliers,to create a solid foundation for the work of book procurement;Standardize the book acceptance and processing work,strengthen the management and control of the project execution process,so that the expected goal can be achieved;Through the project ending and post evaluation,comprehensive evaluation of the project implementation effect,in order to carry out the successful experience of similar projects in the future.Through the analysis,this paper points out that the project management of book purchase can effectively solve all kinds of problems in the present stage,which provides a feasible solution to improve the efficiency and effectiveness of the book purchase.
