| There are totally 582 presses in mainland China, among which 114 university presses are important forces. Up to 2010, all the university press have finished the transformation. After this, the original mechanism is incompetent to meet the demands of the publishing industry. The main problem lies in the choosing and employing personnels, motivation ways, organization culture, channels for promotion, human resources training and the performance management, which is running counter to the prosperity of socialist culture, hampered employee’s enthusiasm and, the development of the university presses if it continues this way.This paper will be based on the theory of western incentive theories, such as Maslow’s hierarchy of needs, Herzberg’s two-factor theory, equity theory of Adams, Frome’s expectancy theory. The paper will use these methods, such as literature reviewing, the questionnaire and individual interviews, to study the status quo, analyze the problems and analyze it. For example, the mechanism is detective, lacking the concept of incentives, the form is single, the supervision is not in place. The reasons of these problems mainly include, the lack of human-oriented concept, the institution ills exist, the system and mechanism is not sound, etc. Based on the analysis of current problems, the paper will come up with some human resources incentive schemes, setting up with human-oriented idea, laying emphasis on material incentive and spiritual incentive, building scientific and reasonable salary management system, paying attention to the human resource training system and evaluation system of professional titles, creating a favorable publishing cultural atmosphere, giving the chance for human resources rising, combing rewards and punishments, trying to equity incentive, etc. The advanced incentives will be explored to arouse the enthusiasm of human resources, to give play to the comprehensive benefit, and to promote the rapid development of the M university press. |
