| With the great progress of the national strategy,Tianjin port is facing the arduous task of transformation,and the construction of port of wisdom will become the latest trend of its development.At present,the Tianjin Maritime Bureau has recorded the data from various data sources such as the ship,the crew,the hydrology meteorology and so on.With such comprehensive data,the Maritime Bureau can think about and deal with problems not just based on experience or intuition but based on these data.The analysis of these data.can help Maritime Bureau to deal with daily and emergency cases better.This paper is aim to achieve a Maritime search and rescue center’s emergency command system to help the Tianjin Maritime Bureau to better analyze and deal with the problem.In this paper,the demand analysis and detailed design of this system is firstly finished.Then in the implementation,the system is divided into six modules,including the monitoring command module,the decision support module,the electronic chart module,the electronic drill module,the fusion communication module,the system tool and the external tool module.Based on.NET platform,client / server(C/S)architecture and database Server SQL 2005 Express,the syetem is realized with WPF,MSMQ,WCF and other technologies for communication,presentation and other aspects.Tianjin Maritime search and rescue center’s emergency command system will be an important decision making tool being command and coordination work platform,including safety monitoring,sea search and rescue decision-making,information analysis and processing.It makes the emergency command information comprehensive and can be fast queried,and makes the rescue target localization and monitoring efficiently,accurate lyand dynamicly,reducing maritime search and rescue command work intensity and improving the response speed of the search and rescue to meet the work’s needs. |
