Design And Implementation Of China Telecom Billing Operatior Network Service Control System

The restructuring of China’s telecommunication industry promoted the competition of China’s three major telecommunication companies,and made a profound impact on the development of China’s telecommunication industry.Era of stock competition has arrived,the telecommunication companies attach great importance to the mobile Internet market,hoping to seek new profit growth point.Mobile Internet market has raised three major challenges to the existing billing system.The operation process and collaboration model no longer have the characteristics of "localized deployment";the needs of "data billing" is highlighted,but the existing billing system can only support simple Package billing;instance message,WeChat and other applications show an increasing trend,the whole network data changed from the file data rapidly to message data.The China Telecom Billing Operating Network is new concept,raised to meet the above challenges to enhance the core competitiveness of telecommunications.The goal is to support the business capacity,compatible with existing business to support the comprehensive development of business network.China Telecom billing operating network consists of three different types of network element,business network element,control network element and data network element.All the elements communicate with each other via Diameter base protocol.The service control system refers to the control network element,which is the core of the whole billing operation network,including the service controller and the service router two subsystems.This paper mainly includes six parts:Billing Operation Network and related technology,requirement analysis of service control system,general design of service control system,service control system detailed design and implementation,system testing.The Billing Operating Network and related technology introduced the concept of billing operating network and the technologies involved.The service control system requirements analysis,use use-case diagram to demonstrate the requirements need to achieve.The general design part gave the overall design and the basic table structure.In the charpter of detail design and implementation,it explained the processes of each module in detail.Finally,this system was test from two aspects:unit testing and integration testing to ensure the correctness of the system.My major responsibility is the implementation of connection management,node management and part fuction of router management.In addition,I was respsible for the integration testing with other system developers after the service control system was completely finished.The service control system passed the integration testing;the system is now running online as a service support system of China Telecom.More and more billing services are moving to the Billing Operating Network.
