Since the reform and opening up, China’s computer technology and network technology has been rapid development, as the country puts forward new requirements to "e-government" project, the government departments of electronic office have also been more and more attention. Due to the rapid development of economy and the improvement of people’s qualities, people more and more used to use legal means to protect their own legitimate rights and interests, the court as a judicial organ accepts the case number increases year by year, areas and scope expands unceasingly, the increasing complexity and day, a new type cases emerge in endlessly, which to judge case brought great pressure. Under the condition of less people in the court case, how to improve the work efficiency of the judge problems become to be solved urgently. Although, the affairs of the people’s court informatization development of our country have been for decades, but the existing management information system of tasks and processes are relatively simple, mainly statistics and storage, the purpose is to judicial information statistics. This kind of low system efficiency, error rate is high, unable to effectively improve the working efficiency of the judge. Urgently needs a set of the people’s court may, therefore,enhances the working efficiency of the judges of the court case management software.At present, our country in the rapid development of computer technology,especially software engineering technology, database technology and the rapid development of network technology, for this paper develop a court case management software provides a powerful guarantee and support. In this paper, the development of the court case management system is a set of high efficient and convenient electronic case software, help to integrate the court each department resources, improve the working efficiency of the judge.This article first from requirements, technical feasibility, legal feasibility, social feasibility, operation feasibility of these five aspects are analyzed, the conclusion is that the court case management system application in court is feasible. Then, this paper studied the main work flow of the people’s court in China, including case filing chamber, divisions, archives, the trial management office of each department in each working step and its process. Finally, this paper systematically analyses and explains the whole court case management system requirements analysis, selection of technical scheme, system design, coding, and testing of a series of steps, comprehensively discusses the court case management system development process, the division of function module, database scheme is given and the realization of the function of some code. System developed in this paper has realized from the user login to the case, the court management, judgment, archive, to all the archives management of the function,basically realize all the processes of the court case. In this paper, the development of the system is easy to operation, each department’s staff can coordination office in the same system, reduces the waiting for each other in their respective departmentscaused by stagnant and processes. At the same time, this paper developed the system of fast and convenient for users, strong interactivity, improve the work efficiency of the effect is significant.In this paper, using the development platform and database, and based on the development model of software development, software developed by structure.Development model provided in this paper, the development process of task framework, defines the steps needed to complete the software. After complete the software coding work with language, in this paper, the software has carried on the comprehensive function testing and performance testing, and supplement and complete for the problems found. Believe that the emergence of this system can raise working efficiency to court officials to provide greater help.
