Design And Implementation Of Unions Policy And Regulation Management And Support Services In Tax Bureau

A county in Dali Prefecture is currently in the middle of the “Golden Tax Project”. The“Golden Tax Project” has been in its third stage, and an existing problem of the construction and application is: the number of office systems in labor union offices of Tax Bureau is large in amount.As with the business management and system design, each department develops different system because of the different laws and regulations. Though these systems can fully deal with local tax management and routine office business demand, there are some unclear circumstances for users due to the differences in the local policies and regulations. If the information system is not built, it is difficult to achieve the coordination of the policies and regulations, and may lead to some inconvenience of tax business, which thereby will affect tax management efficiency. Labor union organization system of local Tax Bureau is complicated, made of enterprises and the tax bureau branches. To establish policies and regulations management and supporting service system on this basis can better serve the taxpayers, membership of the tax bureau and the working staff.In view of the above background, we propose a regulation management and supporting service system of labor unions in tax bureau by means of field research and interviews, combined with the analysis of the union business management process, to obtain the basic parameters of the system, policies and regulations management, the management of policies and regulations in labor unions, policies and regulations management for individuals and other functional demands. Each functional demand includes its subsystem, for example, basic parameters include user management,and authority management. This system is expected to achieve the following objectives.(1) To liberate human resources of labor union: effective informationization policies and regulations supporting library is capable to manage all data both staff and, taxpayers can retrieve on the premise of becoming the system user after registration; knowledge management of policies and regulations can be operated by individuals, which will facilitate the effective management.(2) To improve the propaganda outcome of tax regulations n labor union: public servants can inquiry the contents by themselves like union welfare and management policies; the establishment of a special database will enhance the specialized consulting service platform so as to strengthen the publicity of policies and regulations.(3) To reinforce the learning of policies and regulations, improve the service quality, and optimize personal knowledge system of policies and regulations: the establishment of policies and regulations library will assist public officials, taxpayers in learning policies andregulations better, and provide a professional policy learning platform.The design and implementation process of this system is mainly developed in the framework of.NET platform. Tools and databases mainly include B/S architecture, SQL 2008 database technology and other standardized technologies. Main demands for this system like basic parameter setting, policies and regulations management, policies and regulations management in labor union and policies and regulations management for individuals are fulfilled. System test shows that it meets the expected objectives, and can realize the management demands of taxpayers,administrators and other users.
