The Belt and Road is a Chinese scheme proposed by Chinese government who is faced with the changing world situations and the new normal of Chinese economy, containing the recent and long-term strategic thinking of the domestic and international situations. Besides, it also embodies Chinese long-term strategic planning for domestic regional development, opening-up setup and the international political and economic orders. As the Overall Strategic Concept of domestic regional development strategies and international co-operations, the Belt and Road will take its place in the international communication field. As a matter of political and economic discourse, named by the state and expounded by the media, it not only has a stake in Chinese fundamental interests, but also has something to do with the distribution of the global interest structure. How to present the China’s political and economic issues, construct China’s image and provide media framework in the reports among domestic and foreign media has direct impacts on the perception of international community about Chinese new plans.Guided by the framing theory, this paper makes qualitative and quantitative analysis about the B&R reports on People’s Daily, the Times, and the New York Times so as to reveal the report frame of the above media and find the causes of these frames. This article make statistical analysis on the report amounts, subjects, structures manners as well as the sources and rhetorical devices in the three newspapers about B&R with the instruction of Zang Guoren’s high, medium and low frame structures in order to conclude the report frames of the mentioned newspapers. The paper believes that the Chinese official newspaper, People’s Daily, also known as proposer of the initiative, directly constructs the win-win cooperation media frame from the economic results aspect. The New York Times, pursuing the concept of professionalism in reports all the way, constructs the competition and challenge reporting frame, which is full of conflict meaning. The reports on The Times is relatively simple, and it shows the action and influence frame which focuses on the development of the news story.
