A Study On Cybersecurity Strategy Of The Obama’s Administration

With the development of network and information technology,in the field of non-traditional security in the world,cybersecurity and the following economic problems,social stability,national security and other issues it brings become increasingly prominent,drawing the world’s universal attention.The Obama administration’s cybersecurity strategy is more mature and complete compared with other countries’,and hasgreater international influence.Therefore,the study of the Obama administration’s cybersecurity strategy is of great realistic significance and academic value.This paper summarizes the background,evolution,means and characteristics of the Obama administration’s cybersecurity strategy by using historical research and literature research,assesses its strategic effect and analyzes the dilemma of its strategy further.In response to the increasingly prominent cybersecurity issues,the Clinton administration and the Bush administration tackled the corresponding problemsby developing a series of policies,measures and national cybersecurity strategies.But in the Obama administration,the situation of cybersecurity the United States faced was more severe,which makes it not ongly necessary to continue to strengthening the US cyber security,but also more urgent and important to make new cybersecurity strategy under the new situation of cyber security.From Obama’s taking his post to the US government’s releasing of the "International Strategy for Cyberspace",Obama’s cyberecurity work revolved mainly around the theme of "Cyberspace Policy Review",constituting the basic framework of Obama administration cybersecurity strategy.From the release of the "International Strategy for Cyberspace " to the end of Obama’s first term,the Obama administration’s cybersecurity strategy has been developed,and its cybersecurity strategy had been approximately mature.During his second term,as president,the Obama administration has adjusted its cybersecurity strategy and continued its cybersecurity strategy due to the "prism gate" incident.Compared with the previous two government’s cybersecurity strategy,the Obama administration’s cybersecurity strategy has the characteristics of "extroversion" and "offensiveness".With the regards to the main trend of the cyber security strategy over Obama’ two presidential terms,the first term focued more on " shaping the rules of cyberspace by soft power",and the second termfocued more on "seeking hegemony in cyberspace by hard power".The means of Obama administration’s cybersecurity strategy is mainly cyber deterrence and cyber interference.Namely,the United States strengthened defense capabilities of cybersecurity,developed cyber offensive forces,and carry out cybersecurity cooperation by cyber deterrence to achieve the goal of domestic cyber security.The United States use the advantages of cyber technology to monitor other countries,implemented unilateralism in the cyberspace by monopolization of Internet resources,and promote American values.In one word,the purpose of the interference behavior of United States in cyberspace is to lead international cyberspace and serve for its national interests.Obama’scybersecurity strategy is characterized by multi-dimensional comprehensive,flexibility of modification and expansive means.The Obama administration’s cybersecurity strategy has improved the level of US cyber security by increasing the protection of critical infrastructure and improving the management mechanism of cyberspace organization.Although the effect of deterrence is difficult to assess accurately,it is ture that deterrent effect is not significant.The Obama administration’s cybersecurity strategy is also facing dilemmas both domestically and internationally.The domestic dilemma is that the domestic conflict of"security" and "privacy" affects the process of information sharing in domestic public-private cooperation.With the intensification of the cyber threat situation,if the United States wants to further promote the process of information sharing in public-private partnerships to strengthen network security,it is necessary to reconcile the domestic private sector and people on the position of "privacy",and the US government also needs to build their own credibility,and truly respects for the "privacy" of the American people.The Obama administration’s cyber security strategy’s international dilemma is the trend of"sovereign" in cyberspace,which challenges the will of the United States to dominate cyberspace rules.The United States proposed to "network freedom" as it advocates that the cyberspace is "global public domain",and its purpose is to achieve its dominant position in the cyberspace,make rules in cyberspace,and master the rights of cyberspace.However,emerging countries represented by China and Russia and the vast number of developing countries in the international are fighting against the United States on the "cyber sovereignty" issue.After the incident of "Prism door",some Western countries have also taken action virtually related to protecting the "network sovereignty".Meanwhile with the militarization of cyberspace,the world needs to make regulation on "cyber warfare" and the control of the cyber arms,and reach consensus on the concept of "cyber sovereignty"gradually.The "sovereignty" of cyberspace has become a clear trend.And the United States in the cyberspace seeking control of cyberspace is not conducive to the construction of safe cyberspace.In short,the United States should face the existence of "cyber sovereignty",respect the legitimate rights and interests of other countries,take cooperative measures to deal with cyber terrorism and cybercriminals and buildsecurity cyberspace.
