In May 2013, the Ministry of Culture issued "The special implementation of talent support program of cultural workers in remote and poverty-stricken region, ethnic minority region and the old revolutionary base region (hereinafter referred to as the"Three Regions")". In this condition,"Three Regions" of Guangxi Public Library Talents Support Project(hereinafter referred to as the "Three Regions" Project) was officially launched in August 2013 as well. So far, there are 113 public libraries in Guangxi(including 2 provincial public libraries, 15 prefecture-level public libraries, and 96 county and district public libraries). Among 94 county and district public libraries, there are 47 in "Three Regions", which account for 41.6% of the total county and district public libraries. Overall, service level of Guangxi county and district public libraries relatively lags behind. Many still remain in the traditional lending service level, which can not meet the needs of the modern library. In addition to the financial investment and other factors, talents construction is another important factor as well. All of the current construction basis of Guangxi county public libraries talents are relatively weak,especially the 47 county public libraries in "Three Regions", facing the problems of low educational level, unreasonable age structure, high-tech talent insufficiency, evaluation incentive mechanism shortage. Thus the study in Guangxi county public libraries in"Three Regions" will contribute to improve the quality of librarians in Guangxi county libraries, to establish and perfect the talents mechanism, to provide the basic guarantee for the modern service of Guangxi county public libraries.From the perspective of human resource theories, based on comprehensive research and analysis of all Guangxi public libraries (113 libraries),the talents construction of Guangxi county public libraries 47 in "Three Regions" will be truly and objectively reflected, including staff profile, entry mode, age structure, education level,professional-title level, training mechanism, professional discipline background, job rotation and incentive mechanism etc.. By comparing with the other county and municipal public libraries which are not included in "Three Regions" Project, this paper tries to find out the gaps and analyze the problems and difficulties of Guangxi county public libraries in "Three Regions". At the same time, the author will also conclude the top-to-bottom measures and results of cultivating talents taken by the Cultural Department of Guangxi Zhuang Autonomous Region and local cultural bureaus, together with provincial and municipal public libraries. After analyzing the work of "Three Regions" Project,this paper will summarize the experience and lessons learn from comparing the "Three Regions" Project practices in neighboring provinces, such as Hunan, giving more targeted and practical suggestion for "Three Regions" Project, which will effectively promoting the development of libraryship in Guangxi.
