With the rapid development of national economy in our country, the ecological environmental pollution is increasingly serious and has brought great impact on the people’s daily life. The environmental protection administration starts to use the environment dynamic monitoring technology to strengthen the dynamic monitoring of environment, which is helpful to realize the online timely monitoring and remote control, and timely master the dynamic variations of environment, thus to timely find out the environmental problems and conduct countermeasures and effectively improve the ability of the environmental protection administration to prevent the environmental pollution.Based on the demands to prevent the water pollution of one municipal environmental protection bureau, the paper applies the monitoring technology of dynamic environment and software development technology to build the dynamic monitoring management system of water pollution source which is consisted of monitoring center and monitoring station.Wherein, the monitoring station is the water quality monitoring equipment installed in the water pollution source with the function of water quality parameters monitoring, has the network communication ability to report the monitoring data to the monitoring center. The monitoring center is the software of the system and is developed using the NET framework technology, and three-tier C/S structure; in function, the monitoring center applies the modular design scheme to divide the system into 5 management modules of water pollution source, monitoring station, dynamic monitoring, data analysis and system management. In addition, for the purpose of exploiting the value of monitoring data, build the prediction model based on the neural network model to conduct the trend prediction to water quality monitoring parameters of water pollution source, thus to enhance the supervision and administration ability to the pollution source.At present, the system has passed the testing. At the same time, in the specific application aspect, the system function covers the whole process of the water pollution source dynamic monitoring which is automatically completed by the system, while the system builds the prediction algorithm to conduct trend prediction to make dynamic prediction of the water quality monitoring parameters to the water pollution source. As you can see, the development and application of the system comprehensively realize the automation, intellectualization and informatization to the water pollution source monitoring.
