With the rapid development of economy and information level,enterprises are looking for faster and better ways to improve production efficiency in order to improve their competitiveness in the environment.Adjusting the organizational structure of the enterprise,the screening of personnel and so on are the main trends of enterprise reform at present.There are many ways to improve performance management,which can be achieved to some extent.However,in order to carry out performance management more fully and efficiently,a performance management system should be established to evaluate and reward performance effectively.In personnel management,performance management as a key part of it is the important basis of employee salary reward,enterprise according to the performance of salary distribution,also be the basis of the evaluation for the employees’ quality,employees’ request appreciation,changing jobs also need according to performance record in the system to perform the performance level.The performance management of rigorous science can play an auxiliary role in personnel management,and it is also closely related to the success or failure of enterprises.This paper studies the performance management system of communication industry,and sees it as an independent and functional subsystem in the communication enterprise personnel management system.The existing performance assessment method is subjective,and the hr manager evaluates each employee through daily observation and his own judgment,without plan and lack of conviction.Falls within the scope of services,and communications industry a lot of position is proportional to the employee’s salary and its workload and volume,floating more,need to make more reasonable performance management link traffic and wages.Based on the present situation of human management in the communication industry,this paper summarizes the usability and necessity of the performance management system.Then the main function,design principle and test method of performance management are introduced in detail.In this paper,design of the communication industry performance management system is mainly composed of five parts,respectively is the foundation data management,daily management,integral data statistics system maintenance management,operator management,five parts.Among them,daily management is the main part,mainly to the staff award deduction points,the award deduction salary management.The whole development of the system is based on the J2 EE development platform,which has stability and reusability.The innovation point of this paper is to increase the function of mutual assessment betweenstaff in the system,and the system is directly determined by the manager,and the results are not convincing.The staff of this department can evaluate each other,and the results of the scoring are used for the promotion of the promotion.
