The development of the communication industry is approaching saturation and the profit margins are increasing narrow due to the highly competitive marketing environment.It is an important research subject regarding improving the development of the communication industry.The following issues would be discussed:how to apply information technology effectively,establishing a high-performance team,stimulating ordinary staff’s vigor,promoting the marketing system reform,enhancing the competitiveness of the company core and sustainable profitability.According to the requirements of the company,a performance incentive and evaluation system was developed.JAVA programming language,J2EE MVC architecture technology and SSH technology are applied in this system.The major function includes task management,resource management,salary management,negative inventory management,public management modules(in the case of operation and maintenance line unit dynamic subsystem).Wherein the task management module mainly includes task package management,distribution management,adjusting task package management;resource management module includes basic data maintenance,configuration resource costs,operation and maintenance budget management,operation and maintenance analysis query function;the salary management module mainly includes the basic data maintenance,the salary rule disposition management,the salary result inquiry,the salary report form,the maintenance integral calculation function;the negative inventory management module mainly includes the negative list type management,the negative list creation,the negative list revocation,and the negative list inquiry function;the public management module mainly includes the network resource management,organization management,user role management,operation and maintenance work responsibility and index pool function.The performance incentive and evaluation system was designed and it has been tested and analyzed before coming into service.The test results were good and it meets the design requirements.The system has been put into service in Liaoning Unicom.The application of performance incentive and assessment system stimulates ordinary staff’s vigor.It achieved a centralized,specialized,horizontal operation and maintenance management system.The implementation of this system not only improves the company operational management,but also can play a vital role in promoting social informatisation management.
