With the development of the whole economy and the improvement of people’s living standard,people’s demand for public cultural services is getting higher and higher.To strengthen the reform of public cultural service institutions and improve the quality and efficiency of public cultural services has become an urgent task for the society at present.In particular,after the state council promulgated the guidance on the reform of the classification and promotion institutions,the reform needs of the public cultural service institutions are more urgent.In order to better promote the public cultural service institutions for the benefit of the public,a scientific and rational performance appraisal system must be established to measure the realization of people’s cultural rights.As an important part of the public cultural service institution,the museum has long been responsible for the supply of public cultural services.However,the museum has been used in most parts of general appraisal scheme of institution,not suitable for their own venues characteristics and actual situation,establish targeted performance appraisal system.Therefore,the museum must strengthen its performance appraisal work to provide the public with higher quality public cultural products and services.This paper takes the museum of A as the research object,considers the actual characteristics of the museum,and constructs the performance appraisal system for the current situation and existing problems of the performance appraisal of the museum in A.In the research method,literature analysis and case analysis are used.On the assessment tool selection,the balanced scorecard and key performance indicators(kpi)combined two methods of assessment,give full play to the balanced scorecard in the strategic direction and key performance indicators in the index design advantages,converts the balanced scorecard four dimensions to the financial dimension,the customer dimension,internal management dimension and talent management dimension.Finally,this paper establishes an assessment system with 39 indicators and applies it to the performance analysis of A regional museum.The results show that the museum can meet the basic requirements of the local people.The construction of the performance appraisal system of A regional museum is not only conducive to the work improvement of the assessment unit,but also to promote the improvement and development of the public cultural services in A region.
