It’s hard to predict moment of natural disaster and public health event as well as to prevent false decision,terrorist attack and regional conflicts,although technology and science nowadays are highly advanced.Even though sometimes natural disaster and man-made misfortune are predictable and preventable,however,time effect and space effect of emergency supplies,human and financial resources can not be achieved in time due to the short interval between forecasting time and happening time of incidents.Therefore,in order to solve the problems such as the delay of disaster report,simplified dispatching method,and transportation chaos of disaster relief etc,Ministry of Science and Technology issued file No.63,among which,the project of Research and Application of Emergency Logistics’ Key Technology requires to establish "Five-Link"synthetic platform of dispatching management and information aiming at linking different territories,departments,hierarchies,links and systems,so as to improve the delivery efficiency of emergency supplies and conserve human,physical and financial resources.Timeline-based emergency logistics statistic analysis subsystem,as a subsystem of "Five-Link" synthetic platform of dispatching management and information,is the theoretical foundation of this thesis.In this system,the presentation of combination between timeline and map as well as multi-dimension disaster relief information search make the process of disaster relief highly visualized and clearer.The upgraded ARIMA calculating method is able to predict performance of disaster relief tasks,and post-disaster checking analysis function provides more references for future disaster relief activities.To begin with,this thesis studies the current research on emergency logistics statistic analysis subsystem both at home and abroad,and then elaborates background knowledge in detail.Meanwhile,through the demand analysis of system,the functional business and performance indicators needed in the system are ascertained.Next,crucial problems are resolved and each function module are specifically realized on grounds of preliminary design to the overall structure of the system.Finally,the author tests the system,as a result,all test projects have passed and meet the requirement of demand analysis of system.
