With the further development of the information industry,the smart card has achieved swift improvements.Nowadays most of cities have regarded the construction of ‘city card’ as a primary goal to facilitate the residents.This project of transforming financial cards into IC cards was officially issued with the PBOC standard released by the People’s Bank of China.It is urgent requirement that fast upgrading IC card system to accommodate more and more industrial applications since the nation-wide migration from the magnetic stripe card to the CPU card has been carried out.Card Issuing System as an important component of IC card system,are responsible for card issuance,industry service and information management.However,there are some defects in the current CPU Card Issuing System such as no ‘one card multi-utility’ function,low security management system,poor system compatibility and scalability,etc.Therefore,developing a secure,efficient,comprehensive and stable CPU cards issuing system becomes our primary goal on the current project of IC card construction.This paper introduces the design goal of smart card system with respect of the primary defects according to the analysis of the card system architecture.Main contributions of this paper are as following.1.According to system objectives and functional requirements,we design internal file structures at all levels to fulfill the ‘one card multi-utility’ function.Meanwhile we also develop file structures in extension application areas of financial cards,and supply industrial service function for financial cards based on the compatibility of PBOC3.0 principle.2.According to the secret key management requirements of the system,this paper designs and implements secret key management system of CPU card issuing system.The secret key types and generation methods of cards at all levels are planned.Then,with the hardware supporing of PSAM card,SM4 algorithm of higher security is developed to distribute secret key for improving the security of the system based on the DES/3DES encryption algorithm,3.According to the requirements of secret key management system and the overall program planning,we design and implement the CPU card issuing system.We set up MySQL database and build up a detailed process of designing and coding for virous function modules,such as hardware management,business management,banking outlet management,integrated searching,and communication management,as well as License control and Timer control interface safety mechanisms.Moreover we reserve the industry application interface to improve the extensibility of the system.The systematic measurement and results analysis indicate that proposed CPU card issuing system meets the functional requirement.It operates safety and stably,which achieved the expected goals.
