Medical record is the carrier for recording and transferring the whole process of patient diagnose and treatment.It can be said that the accuracy of the medical record description directly determines the patients’ diagnosis and treatment effect.In reality,although medical records have already been electronically input,medical disputes andincidents still occur from time to time resulting from objective factors including large number of pathological names in the medical system,the variety of drugs and the differences in personal semantic expressions as well as from subjective factors like individual memory biases,limited expressions and omissions.In this context the medical information management system based on electronic medical records provides standardized information entry,intelligent error correctionreminder and powerful knowledge indexing through structured,templatized and quality-controlled design,thereby reducing writing mistakes caused by human errors and the ratio of medical incidents.At the same time,the standardized medical record data provides a good source for medical institutions to achieve cross-regional medical diagnose and treatment.This article adopts the object-oriented analysis method of software engineering with the waterfall model and designs a medical information management system based on electronic medical records for system administrators,medical personnel and quality control administrators through demand analysis,key technologies,overall system design,detailed system design and development,system testing.The system is developed based on the client/server(C/S)structure and is divided into two parts: the client end and the database.The following key technologies are mainly applied.First,we use the VC++ tools to design the electronic medical record editor and try to solve the editing and precision of electronic medical record text entry with the XML structured language;second,we use the Powerbuilder tools to develop various functional modules,especially the quality monitoring subsystem automatically evaluating and alerting patients’ medical records.By setting standard medical records,we can reversely guide and remind medical staff to enter medical records according to standards,and complete the data transmission of the electronic medical records between medical institutions’ departments,thereby improving the informationization level of the entire medicalsystem.At present,the electronic medical record system has been put into operation,the key function modules of which including the electronic editor and the medical record template,as well as the flexible editing ability of the quality control module and powerful intelligent error correction function have been recognized by medical personnel and patients.It also serves as a basis for medical institutions to implement objective and scientific management,assess the staff’s working ability and optimize the diagnosis and treatment environment.
