Human resource is the most important and valuable resource which ranks in number one in an enterprise, and the allocation of human resources is the basis for enterprises to carry out human resource activities. Our state-owned enterprises are important components of the national economy which have a decisive influence on the social, economic and other aspects of the country. Currently, our state-owned enterprises are facing tough home and abroad competition such as the huge outflow of highly qualified human resources and Low efficiency of human resources etc., thus the study on effective allocation of human resource is of great significance to solve the problems. Based on the related theory of human resources, this thesis systematically and comprehensively analyzes the scale and structure of human resources allocation of state-owned enterprise, in the hope of improving the development and management of the human resources in state-owned enterprise and its competitive power.Firstly, the thesis sorts out the related theory such as HR demand theory, incentive theory, HR-scale prediction principle and structure allocation of HR principle, and analyzes the factors, such as the objectives, environment and policy, organization and management of human resources efficient allocation, that influence the efficient allocation of human resources in the state-owned enterprises, and well define the goals of efficient allocation of human resources in them.Secondly, the thesis analyzes the specific method of HR allocation in the aspects of HR-scale prediction principle and structure allocation of HR principle. In the aspect of HR-scale prediction principle, this thesis adopted the methods such as multiple linear regression model, the GM model, Cob-Douglas production function and portfolio analysis model, etc. and analyze the related advantages and disadvantages. In the aspect of structure allocation, this thesis defines the principle of structure allocation and provides the strategy in the aspect of age, educational background, profession as well as capacity.Thirdly, this thesis analyze the application principles, the main content of applications, necessary protection mechanism, and detection and amendment mechanism of human resource to provide the basis for the professional and scientific HR allocation application to maximize the efficiency of human resource.Last, this thesis takes state-owned enterprises J in F city as a typical example, and selects its relevant data from 2008 to 2012 to analyze the method, strategies, and application of conducting human resource scale prediction and structural configuration.By combine the theory with practice, with certain operability and practicability, the thesis contribute to enhance the human resource management of state-owned enterprises.
