The IoT industry is a result of the deep integration of informatization and industrialization, that plays an important role in the accelerating of transformation of economic development mode, and the upgrading of industrial structre. As a strategic emerging industry, the IOT has been widely concerned by the government,enterprises and academia in China. However, judging from the current situation, the IoT industry have not implemented the active role as people looking forward to. The IoT industry stays on the stage of introdution of commercial application for a long time, and can not realize large-scale application. Therefore, it is very important to lucubrate the relationship and mechanism between technological innovation and the user scale, so that to put forword to some effective policy suggestions for IoT industry development.Firstly, this thesis analyzes the internal mechanism of technology progress' s influence on the user scale basis, with network externality. Based on this, we proposed a hypotheses that technology progress have threshold effect on user base.Secondly, this thesis analyzes the present status of IoT technology innovation and user base scale in China, finding that the user scale of IoT is increasing as the improvement of technology investment in IoT innovation, but the speed is not as fast as people looking forward to. It implys that technology investment may face inefficiency operation problem. To explain this question, this thesis employs panel threshold regression to study the nonlinear effect of R&D intensity on install user base of IoT industry by the panel data from listed IoT corporations in China from the year of 2008 to 2013. It comes to the conclusion as follows: there is threshold effect between R&D intensity and install user base of IoT industry; and in different chain of IoT industries, the characteristics of threshold effect is different. Only to achieve the optimal level of R&D interval can IoT technology push user based scale to get to the critical mass point. But up to now, most of the IoT companies in China have not reached the optimal R&D intensity interval. We suggest taking demand characteristics into consideration when investing in IoT industry. At last, we put forward corresponding suggestion from three respects to exert the cycle cumulative effect of IoT industry.
