In recent years, software development has became a very rapidly developed industry. Later, software outsourcing industry has generated. At present, China's software outsourcing market presents the state of different colors. Until the end of April 2014, the amount of software outsourcing enterprises has been 26 thousand, and the business income has realized 3.72 million yuan. State and local governments attach great importance to the outsourcing industry and take varieties of incentives, also give the great support.With the rapid development of IT industry, the outsourcing service has also grown rapidly. And more and more people engaged in software development. Competency model has applied widely in the managers and leaders, but the software engineer competency was rarely studied.In this study, through the analysis of the outsourcing industry, we work on the software engineer in Keruide. On the basis of introducing Keruide, we analysis the the software outsourcing service industry, the working content, the working characteristics of the software engineers and the management situation in Keruide company. It is essential to develop the software engineer competency model.To build software engineer personnel competency model in Keruide, we use the literature analysis, BEI behavioral event interview method and multivariate statistical analysis method. At first, learning about domestic and foreign scholars` research on competency, competency model and software engineer personnel competency model laid the foundation theory research in this paper. Second, behavioral event interview. Selected 12 good ranking employees and 8 general ranking employees in the 2015 fiscal year performance ranking to make the behavioral event interview, and to summarize the influence factor in employee performance. At the same time, combining with the previous scholars study. Thirdly, design the questionnaire and make the investigation. According to the competence quality items, design the initial questionnaire of software engineer personnel competency. Through the research of 155 employees in company, investigation and statistical analysis of survey data, the initial questionnaire is revised according to the result and get the formal questionnaire of the software engineer personnel competency model. Finally, analyze the investigation construct the competency model. On the questionnaire survey to 155 employees once again, analysis of data and receive six competency elements: personality, achievement-oriented, client oriented conscious, technology capabilities, organization recognition, and capabilities of working under pressure.In this paper, the innovatively selected Keruide in IT outsourcing service industry as the research object, to build the company software research and development personnel competency model, is certain innovative from the object of studyThis paper identifies and builds the software developer competency model in company Keruide, which not only enrich the theory of competency and competency model, also to provide the reference to build the software engineer competency model for the other companies which have the same size in IT outsourcing industry. Application of this research can help provide suggestion to recruitment, training, and evaluation in outsourcing service industry. Also, it can help maintain the company`s long-term stable development, reduce staff turnover.
