With t he development of modern man-machine industrial system, the lagging development of people 's and organizations' professional quali ty presents an inharmonious relationship. Many accidents take place due to hum an and organiz ational errors. To improve people's professi onal quality and the adaptability to complex technology sys tem,and then t he human reliabilit y to reduce the human error s, it depends on a good organization fundamenta lly. However, the occurrence of accidents is unpredicta ble and resis tant. The defec ts of organi za ti onal m anagement often lead to crisis eve nts or acc ide nts.Therefor e, to establish high reliabilit y safety organiz ati on, is a main way of safety managem ent during the risk society.The characteris tics of safety manageme nt in pet rochemical enterprises are firstly analyzed. High reliability organiz ation(HRO) concept is introduced to i mprove the safety.The existing problems to realize high reliability organi zation are identified. With the analys is on HRO implementation fact ors, the key tasks to establish HRO are i denti fied to improve human, equipment and environment reliability. The basic principles and core functions of developing HRO are presented. The implementation system for HR O is developed emphatically, from the perspect ive of human reliability, equipment and environment reliability. The syst em consists of development of high- reliability organization structure, functi on support sys tem, traini ng system, performance managem ent syst em, continuous improvement system and relevant promot ion met hods and tools. Finally, combined with t he pract ica l proce sses to HRO in Ningxia Petrochemical Company, the application of the proposed implementation sys tem is stated in det ail, along wi th the effect evaluation. The results show that Ningxia P etrochemical Company ex perienced a succes sf ul implementation to HRO. With t he control design for people, equipment and environment, and with the utiliz ation of methods and tools for reliabili ty improvement, the reli abil ity of human, equi pment and environment in the organization have reached a highe r level.
