As a public financial policy, government procurement is a more direct and effective tool for SMEs, which are playing a vital role in promoting economic growth of a country. However, because of the late start, the theory and practice of government procurement in China are relatively imperfect, especially for the local research. The objective of this paper is to provide the reader how to make full use of government procurement policy function to effectively support the development of SMEs of Dalian. And also this paper builds up a reasonable and operable policy system for SMEs based on the practical situation of Dalian.Through the study of domestic and foreign research paper, this paper finds out that there is not enough theoretical research, especially the policy study for local government. Using SMART analytic technique, this paper finds out that the current policy of Dalian is not consistent with the SMART principle, for example, the policy objectives, the observation targets and the implementation plans are not working well. Besides, the bad execution of bidding agencies and the procurers also increase the extent of the effect of the implementation of the policy. Based on the analyzing of policy makers, policy executors and policy beneficiaries, this paper provides the countermeasure of supporting the development of SMEs of Dalian, including two sets of solutions, and the final plan is chosen as plan two. Finally, from the macro and micro aspects, this paper provides specific implementation plan for Dalian, such as raising identified threshold, contract reservation, building performance integrity system, etc. |
