The Research Of Customs Statistics Functions Under Public Service Perspective

In China, Customs is responsible for the collection, processing, compilation and dissemination of the country’s external merchandise trade statistics-known as Customs statistics. Customs is mandated to do so by the Customs Law of the People’s Republic of China which stipulates that compiling customs statistics is one the four basic functions of China Customs.Since the reform and opening-up, China customs statistics function has received the increasing attention from all walks of life; it has played a great role in the service of macroeconomic regulation and control, export-oriented economic development and business decision-making. However, with the rapid development of China’s foreign trade, on the one hand, the traditional customs statistics functional defects which based on regulatory and enforcement perspective have become increasingly prominent. Exploring the update changes to solve customs statistics management philosophy, the grade three customs statistical organization powers to straighten out the adjustment, as well as customs statistics and corporate relations transformation is imminent. On the other hand, the awakening of democratic citizenship, the improvement of the government information disclosure system as well as the deep impression on the service-oriented customs construction concept, which give birth to the customs statistics with suitable new system of public services.This paper first introduces the history and development status of the customs statistics functions, and takes Shaoxing customs as an example to analyze the problems existing customs statistics functions in the public service-oriented and the deep-seated reasons behind.Then, the paper discusses the main points of the new public management theory, new public service theory and governance theory, and its implications of the construction of service-oriented customs. Meanwhile, it analyzes some successful cases all over the country customs changes in statistical functions, introduces the foreign customs statistics functions and puts forward to the customs statistics function orientation based on public-oriented.Finally, the paper discusses the path selection of transformation of customs statistics functions of the public service under the guidance, it mainly includes the improvement of the top-level design, the construction of public service system, the cultivation of the concept of public service and the improvement of the performance evaluation management.
