Research On Government Mechanism And Policy Of Technology Standardization

With the economic globalization and the increasing level of information technology standards, has become an important means for various countries to promote scientific and technological innovation, promote industrial development,to establish and maintain international competitive advantage. From the practice of global technology standardization development can be found, whether it is the standard first developed countries or developing countries, standardization of development are inseparable from the participation and support of the government in different degree, clear the government mechanism of technology standardization, building a scientific and effective technical standardization policy system, there will be conducive to speed up the process of technical standardization, grasp the initiative in global competition of the industrial technology. However, the current theoretical research on technology standardization is not sufficient, need to clarify technical standardization of government mechanism, optimize the policy system of technology standardization and evaluation of the implementation of policy of technology standardization provides scientific and effective methods and tools. This study theoretical knowledge related to the role of government and policy mechanism of rich technology standardization, and provide theoretical support for the practice.First of all, according to the technology standard of establishment and implementation features, technology standardization process is divided as the standard formation, industrialization, market of three phases, and on the basis of analysis of the government intervening standardization activity is necessary.Secondly, a concise including science and technology planning, intervention in the market, intellectual property policy, international participation and technology standard service, including technical standardization mode of government behavior and policy; using structural equation to construct thegovernment mechanism of technology standardization theory assumption in the analysis framework and empirical test.
