Study On Capability Maturity Model Of Enterprise’s Safety Target Management

Safety target management of enterprises is an evolving and dynamic process. In the development process, enterprises will confront many external factors and internal conflicts and the main contradictions are not the same in different life cycle. In the different stages of enterprise, the safety management strategy, resources and culture will show differences. Enterprises need to periodically assessment and evaluate their safety management system to find the optimal improving pathway. The Maturity Model was used to describe the quality and characteristics of enterprise safety targets management, providing a set of criteria to judge the level of safety target management and pointing out the key procedure of improvement process. Safety Target Management Capability Maturity Model is not only the result of evaluation of the safety target management, but also the control of the process of safety target management.In this paper, the Safety Target Management Capability Maturity Model(STM-CMM) will be defined as:In order to achieve the certain safety target, measuring and assessing the status of safety targets management capability and classifying it, analyzing the deficiencies and providing a method of continuous improvement pathway model for safety targets Management.Start from the enterprises management and targets management, building evaluation system with PDCA cycle model to reflect the nature of the safety targets management. With the statistical method as Factor Analysis and Cluster Analysis, building an evaluation method and quantifying it. Meanwhile, by calculating the weights which based on the objective data and evaluating through Entropy theory, the scientificity of the model will be verified.Five maturity levels will be described in Safety Target Management Capability Maturity Model to perform the status of safety management. At the same time, by analyzing the key process areas and key practices, the impact of the key factors on safety targets will be assessed.Moreover, by using the Safety Target Management Capability Maturity Model, different enterprises can set their maturity targets according to their own development to avoid the drawbacks of uniformity and achieve a personalized development.
