The Research Of Shaanxi Coalmine Safety Supervision Bureau XY Branch's Performance Evaluation Of Project Expenditure

The situation of coalmine construction safety remains severe and complicated currently.Due to the arduous task of coalmine safety supervision,the capital,which is put in coalmine safety supervision,should be escalated.Under such circumstances,the State Council has established special funds in order to arrange the sector's budget,co-ordination and provide guarantee to coalmine safety supervision administration.However,the performance evaluation is still in the pilot and exploratory stage and performance evaluation system has various problems after putting droves of financial and material resources.As a result,this article is intended to build a scientific evaluation system to enhance the usage of financial assets of coalmine safety supervision,play a more significant role in safeguarding people's lives and property safety,strengthen ecological protection and boost the development of society's economic.Based on a systematic research of both domestic and foreign literatures and a review of performance evaluations' practical and development process of China and abroad,the paper will be guided by new public theory and sum up the rules,characteristics and practical experience.Later on,the thesis will analysis Shaanxi Coalmine Safety Supervision Bureau XY Branch's safety monitor and regulatory program's present performance evaluation and existing problems at current status by combine standard research and case studies.After this,the paper will build a "3E" index system for the performance evaluation of Shaanxi Coal Supervisor Bureau XY Branch's safety monitor and regulatory program and determine the weights of each hierarchy by using chromatographic analysis method.In addition,efficacy coefficient method will be adopted to calculate coefficient of different indicators.In the end,the performance evaluation value of the safety monitor and regulatory program will be measured by doing weighted calculating of the combination weights and efficacy coefficients.After conducting a reappraisal of Shaanxi Coalmine Safety Supervision Bureau XY Branch's 2014 safety monitor and regulatory project's expenditures by applying the new performance evaluation system,there is a substantive variance exists after compared the latest value with the number of XY Branch's 2014 self-assessment report.The difference of these two values are chiefly due to the project benefits.For the new consequence,the XY branch can make full use of the financial results as a reference to arranging future's budget.On the other hand,the branch can also improve the way of current monitoring program according to analysis the project benefits,so that the regulatory safety supervision project expenditure can play a substantial role.
