The way of payment,which is the way of medical insurance fund paying for the health service institutes,is the core work of medical insurance. In a sense, the difficulty of the medical insurance known as the world's problems is to find a efficient way of payment and balance the contradictory between the finite medical resources and the infinite health care needs. Therefore, it is a foundation and a key to all of the above work that establishing an assessment index system which can match the way of payment for the medical insurance reflects objectively the operation of the payment. The payment way of health insurance is changing gradually from the fee-based services mainly to a complex way with global payment, capitation, bundle payment. However, it is necessary to have a further study, because the faulty performance assessment and the belated index system.Under the background of medical insurance payment reform, this paper started with related theories of global payment and performance assessment, then carried out a research and analysis on the development of medical insurance payment, the condition of related index system and the development of the assessment both domestic and foreign.AS studied the management of the global payment to medical insurance fund in Tianjin, it is proposed to build a assessment index system for managing the global payment to medical insurance fund, which including indicators such as the quantity of work, the burden rate of the insured individual, the satisfaction of the insured and the quality of medical service and so on as core contents. Adapting to the reform of payment way to medical insurance, a matched assessment index system is not only a key to improve the performance of medical and health care payment way but also a necessary request to deepening the medical and health care systems reform. It is critical for solving the problem of poor treatment and high fee for the people in medical treatment.
