On The Problems And Countermeasures To The At The Grass-roots Level

Rural collective capital resource is the core problem of modern rural social management, which is not only the most concerned problem of the peasants, but also the most complex and concentrated problems relating to the stability of the grass-roots social harmony. The construction of rural collective funded independent risk control mechanism not only promotes rural collective funded standardized management, information technology and agricultural modernization development requirements of the times, but also curbs corruption problem of rural grassroots and satisfy the need of the rural grass-roots party style and incorrupt government. It can also enhance the grass-roots democratic management and democratic supervision, safeguard the legitimate rights and interests of the masses, and provide necessary safeguards for close relationships between our party and civilian commom people.This paper researches by analysing from theory to practical examples, mainly inlcuding the following research contents:First of all, on the basis of summarizing the previous research based on the principal-agent theory, internal control theory and rural collective prevention and control of risk management, it analysises the nature of rural collective funded management independent risk from the perspective of corruption prevention.Secondly, take Youxian, Hunan Province as an example, it introduces some advanced experience and achievements in rural collective funded management independent risk prevention and control work procedure and introduces the county's new rural collective "foreign-funded enterprises" informatization supervision platform in details.Finally through the investigation of the obtained data and analysis, it sums up the five independent risk points of the county in rural collective funded management independent risk prevention and analyzes the reasons and proposes suggestions to improve the level of risk prevention and control work in the rural collective in the county funded management.
