This paper mainly studies human resource management outsourcing as State-owned enterprises the research object,in recent years in the booming domestic enterprises.when facing in the business environment changes and the increasingly fierce market competition both at home and abroad,the state-owned monopoly advantage gradually disappeared,the state-owned enterprises has exposed their weak competitiveness,low efficiency,to change management idea,take effective measures to activate the enterprise efficiency and enhance competition ability.There are still many problems although state-owned enterprise human resources management ability greatly improved after the reform of state-owned enterprises.The exotic,human resource management outsourcing provides a way to solve some problems of the state-owned enterprise human resources management.The core idea of“Outsourcing” is that,in order to obtain competitive advantage and reduce operating costs,make full use of external resources and technology,etc.,retaining only the most competitive advantage business.Many of our country state-owned enterprise human resources management function have the conditions and the possibility of outsourcing and focus on strategic human resource management instead,in order to achieve optimal management efficiency.The human resource management activities of other business Outsourcing to a professional human resource service company.Even so,compared with abroad,the introduction of human resource management outsourcing in China later,low development level,outsourcing market is imperfect,which brought great risk when the implementation of human resources outsourcing and some problems to the enterprise.Therefore it is need to build relevant implement mechanism of outsourcing management and outsourcing management risk identification and control,to ensure that human resources outsourcing services to reduce the enterprise cost,using external professional advantage,improving the competitiveness of the enterprises,and gaining maximum benefit.Based on this idea,this thesis discussed human resourcemanagement outsourcing implementation,feasibility,mechanism and risk control around our country state-owned enterprise.The main content of the paper is as follows:The first chapter is the introduction part,mainly introduced the research background,research purpose,significance,literature review,the concept of human resource management outsourcing,and research methods at home and abroad.The second chapter mainly analyzes the theoretical basis of outsourcing.And the human resource management utsourcing development situation at home and abroad,and then separately analyzed the state-owned enterprise human resources outsourcing usage.The third chapter analyzes the state-owned enterprises in the main problems existing in human resource management,and analyzes the feasibility of the motivation,weaknesses,opportunities and threats of adopting human resource management outsourcing in four aspects.The fourth chapter mainly discusses the construction of implementation of human resource management outsourcing mechanism in our country state-owned enterprise,The fifth chapter mainly discusses the risk control measures in the implementation from the strategic level and operation level may face in the process of human resource management outsourcing risk.The conclusion part points out that human resource management outsourcing will have a good prospect.This research can help the progress of the study and provide the reference for the development of human resource management outsourcing.
