Under the thinking model of construction land focused during the overall planning of land use, some thoughts have become the'subconscious'among local governments during the land use overall planning, such as:'incremental construction land index:the more, the better; occupied position:the closer, the better','cultivated land, basic farmland yield to construction project'and so on. All these thoughts can directly lead to the incision and depart of cultivated land by the construction land as well as the further reduction of the business model of farmers'cultivated land. Since the scattered plots of cultivated land, fragmentation and the business model of'each fights his own battle', there are unnecessary barriers artificially added during the application of agriculture production factors.From the perspective of agricultural scale development, This article attempts to build a method, Large-scale production of grain oriented, make a measurement objectively on appropriate scale values and minimum defined area of a single patch demarcated as basic farmland, and provide a scale-dimension for basic farmland adjustment, to implement initially high quality and concentrated cultivated land demarcated as basic farmland preferentially.Taking Hohhot city area as an example, with the aid of the latest achievements of cultivated land quality classification, divide the cultivated land patches within the city limits into two basic evaluation units; by analysis of 2013 cultivated a variety and circulation direction land flow, take household management as the leading business model; Combined with the agricultural land quality grading procedures, find the dominant crop and leading cropping farming system of scale evaluation. Under the guidance of the land marginal returns decline rate theory, evaluate the data from sample survey with data envelopment analysis, calculate different homogeneous area appropriate scale and minimum defined area, and build the patch scale score calculation formula. Finally, demonstrate feasibility of the basic farmland layout optimization method based on cultivated land appropriate scale evaluation.By the research, draw the following key conclusions:Under the condition of the existing agricultural technology level, the article made a determination that the minimum defined area of secondary homogeneous area and lower homogenous area were 0.8747 hectares and 0.5733 hectares. Patch scale score calculation formula is established.The layout optimization of basic farmland based on cultivated land appropriate scale evaluation, eliminate the low scale of basic farmland patches scientifically and effectively. On the research, reduced the number of broken patches by 1154 successfully, and after adjusting, unit patches area increased by 18.37% than before, the average cultivated land quality grade rose to 14.50 from 14.52, improved the basic farmland concentrated levels and made a priority for high quality to demarcate, basic farmland layout was more reasonable.Making a data processing platform in the use of GIS data structures provided by land resources management, adding the cropping cost, output data provided by agricultural management, and using the analysis model of econometrics and statistics, build a food production oriented-method of basic farmland demarcation.
