Projects are a major source of profit of the enterprise, which are the enterprise survival and development road, therefore, it is very important for the management of projects. But the project manager, who is the main decision maker and project management, plays a very important role in project management. Therefore, the competency of the project manager plays a crucial role for the success of the project. How to measure the project manager's competency has become a hot research topic.The method of CM construction for this thesis is based on the comparison of domestic and international project manager competency model, absorbing the essence, then discussing its application. The main contents are shown in the following several aspects:(1) Reading research literatures extensively, to determine the three level of CM Construction: the target layer(Project Manager Competency), the criterion layer(interpersonal, skills and motivation) and factors(self-efficacy, professional knowledge and skills, initiative, ability of information collection, achievement oriented, global thinking ability, communication skills, conflict management ability, team cooperation ability, influence, leadership). For each factor, defined and analyzed in detail, and laid a solid foundation for the subsequent construction of competency model.(2) the use of analytic hierarchy process(AHP), to determine the weight coefficient of the 11 factors and sort, and ultimately determine the two most important factor in all factors;(3) describes briefly the competency model in the performance management, salary management, recruitment and training, development and other areas.This thesis is mainly manifested in the following three aspects:(1) the framework of quantitative project manager competency model;(2) to the project manager competency model as the basis, analysis of the enterprise human resources management;(3) using the analytic hierarchy process to determine the weight coefficient of competency, and through the consistency inspection, determine the reasonable weight coefficient.Through the research of this thesis, construct a set of perfect project manager competency evaluation mechanism, to provide theoretical and practical support for the manager of screening, follow-up training development and compensation, and to further study to provide the necessary reference.
