In China's economy, state-owned enterprises is a unique presence, they both bear to create value, operating profit of the business goals, and given the nature of the state-owned shoulder social responsibility. What about state-owned enterprises towards development, how to develop, all walks of life has been a lot of views and opinions. Countries in this context proposed mixed ownership reform, hoping to enhance the reform of state-owned enterprises competitive and dynamic, state-owned enterprises play a better role in the national economic system. ESOP is as employee motivation, employees and business interests and goals become a community, an incentive to enhance corporate performance in the mixed ownership reform objectives and consistent, so in the context of mixed ownership reform, research the effect of the implementation of employee-owned state-owned listed companies is necessary, it can help us sum up experiences, identify problems and provide valuable experience for the later practice.In this paper, research methods preclude the use case analysis, the theory on the basis of employee stock ownership, for Haige Communications 2014 ESOP plan content, corporate identity, implementing and influencing factors were analyzed. This paper argues that ESOP does not apply to all state-owned enterprises, according to their business needs within the company and the industries in which to analyze the characteristics and then make a choice. ESOP content design and effects also brought in accordance with the actual situation of enterprises need tailored plan to fully consider the actual situation of their enterprises, analysis of factors that may affect the implementation effect. Scientific design and implementation of employee stock ownership plan, in order to effectively play the role of employee-owned, and promote the healthy development of enterprises.Writing this article is divided into eight chapters. The first chapter is an introduction, mainly introduces the background, significance, the results of relevant research literature at home and abroad ESOP statements summarize and introduce research methods. The second chapter describes the development process and define the concept of ESOP and Mixed ownership reform, and the role of ESOP in the reform. The third chapter is characterized according to Haige Communications industry conditions, company size, ownership structure, executive structure, the financial situation analyzed separately. The fourth chapter contents Haige Communications ESOP analyzed. Chapter Five Implementation Effect Haige Communications ESOP analysis and evaluation. Chapter Six of the factors affecting the ESOP implementation effect analysis. Chapter Seven of the above research, business and government put forward some suggestions related. Chapter Eight is the role and significance of ESOP under mixed ownership reform background summary and outlook.
