In this paper, based on the theory of new pattern urbanization, theory of urbanization quality, support vector machine theory (SVM) along with the intelligent integration algorithm theory, meanwhile, combined with the connotation of the new pattern urbanization within China, a series of research methods,such as theoretical research, experiment research, and qualitative and quantitative analysis are employed to make empirical research on the quality of China's 33 new urbanization pilot cities. And on the basis of this, according to the content and current situation of the construction of new towns, some related suggestions and countermeasures are put forward to improve the quality of new pattern urbanization pilot cities.As a review on the research of the full text, the first chapter describes the relevant researches both at home and abroad on urbanization, new urbanization and the quality of new urbanization; finds out the insufficient theoretical research by evaluating the quality of new pattern urbanization and finally establishes the viewpoints of this thesis. Besides, a structure chart is applied in the paper to describe an idea which is used in the process of China's 33 new urbanization pilot cities for urbanization quality assessments.The second chapter mainly shed lights on those basic theory involved in the new pattern urbanization quality assessments, elaborating the connotation, the characteristics upon new pattern urbanization and urbanization quality as well as their relationships. Then great emphasis has been put on the introduction of urbanization quality assessment method, analyzing in great detail the superiority and inferiority of the conventional assessment methods, and then to the intelligent integrated algorithm hence the intelligent integrated evaluation method will be adopted in this paper.The third chapter mainly introduces the support vector machine theory, the principle of GA-SVM and PSO-SVM and MAC OS-principle of SVM through the study of each incomplete algorithm. Soon afterwards, the paper illustrates the significance of building intelligent integrated algorithm, and at the same time establishes the intelligent integrated evaluation model.The fourth chapter, as the core of the whole article, in accordance with the basic principles of constructing evaluation index system, related researches done by those domestic and foreign scholars on urbanization and urbanization quality research, together with the connotation of the new pattern urbanization within China,mainly focuses itself on the study of the index system for the new pattern urbanization quality assessment and establishes a brand new corresponding index system for the new pattern urbanization quality assessment by collecting carefully selected but effective indicator data gathered from China's 33 new urbanization pilot cities. To evaluate the quality of the 33 new urbanization pilot cities and compare the predicted values with the real ones the integrated intelligent algorithm programming is implemented, and the result is much more satisfactory. At last, some corresponding suggestions and countermeasures are put forward by analyzing those 33 new urbanization pilot cities according to the quality levels.The fifth chapter is based on the analysis of the above researches, summarizing the achievements and shortcomings.
