The Research On Risk Assessment Of Energy Management Contracting Project

1970s, due to the rise in world oil prices and energy crisis, energy security around the world has caused tremendous impact. At present, China is facing severe environmental pollution and energy shortages. Since 1998, the Energy Management Contract(EMC) based on the new mechanism of this energy was introduced to China market, Its effectiveness and flexibility in terms of energy saving has been generally accepted and China is also extremely concerned about the development of this new mechanism. EMC and promoting energy-saving technological are regarded as important means of energy saving during the "five-second" period.After accepting the project, EMCo need some working capital, because the contract provision is that EMCo has to bear all funds sometimes. According to the energy-saving benefits, customers share revenue to EMCo, and supplier achieves initial investment funds through this way. EMCo assume substantially all the risks during the project. The project risks have a significant impact, whether EMCP is successful or not. Each EMCP has risks, before the start of the project, we must first identify the risks of the project. After the identification finish all of the risks, we implement risk control measures for each risk. Only ready in every aspect, will we not be much of a problem during the implementation of the project, avoiding causing excessive economic losses.Firstly, this paper introduces the related concepts of EMC, EMC and analyzed from two aspects of project risk. Secondly, this paper based on the development of EMC in China, analyses the risk factors of EMC project and the risk identification of risk factors. Finally, it establish the risk assessment system of EMCP and the risk evaluation model of EMCP, and combine theory with practice. It has risk assessment on No. 4 furnace denitration renovation project in Hengshui Hengxing Power Limited liability Company, it has the theory of paper studies used in the actual case.Through the paper's related researches, we can understand that EMCP risk assessment has a very important theoretical and practical significance to promote the comprehensive development of energy conservation and emission reduction, and promote the development of the economic cycle. Through the EMC project risk factors identification, it makes some suggestions to deal with the risk, but also puts forward some countermeasures EMCP macro risk management, in order to better promoting the development of EMC project.
