The impact of human activities on global climate and environment is becoming increasingly prominent,a series of environmental problems that brought by the excessive emissions of greenhouse gas have caught attention of many countries in the world.Governments and international organizations have paid increasing attention to forest because of its dual role of emission mitigation and sink enhancement,so as to make full use of its capability to mitigate climate change.As the leaders forest management,the forest management mode of farmers has significant effect on the realization of forest environmental value,thus it's significant to encourage farmers to engage in forest carbon management and participate in sink enhancement projects.On October 14,2014,the forest carbon trading system for households was released in Lin'an,and 42 Lin'an farmers participated in the forest carbon trading,becoming the country's first practice of allowing farmers to participate in forest management carbon trading.Based on the data of 86 households,including both who was involved and not involved in the project,this paper analyzes the implementation and operation mechanism of the project and evaluates the project from different angles;using factor analysis and cluster analysis to study on farmers' personal characteristics,motivation and external factors which may influence their willingness to participate in the project,then establish the ologit model to verify the influence factors above,providing feasible suggestions for the improvement and sustainable development of the project.The conclusions of this study are as follows:1.The evaluation of the project: The project has a significant impact on farmers' cognition on carbon sequestration,more than 90% farmers of who have been involved in the project know about carbon sequestration transaction and its effect on mitigating climate change,that knew by less than 10% farmers of who did not participate in;70% farmers are satisfied with the current carbon price;The formulation of carbon trading policies and rules has met the interests of farmers that more than 80% are satisfied with the punctually pay,compatible operation and simplification of trading process;Farmers' satisfaction degree of obtained technical support and government service in project promotion have reached 56.7% and 80% respectively;while farmers believe that the promotion of the project in rural areas is still insufficient;Additionally,unfamiliarity with the project process is the main problem farmers faced.Since the project is still in initial stage,the scope of the project is small and the trading system and rules still have the space for further improvement,the project has broad development potential and prospects.2.The variable selection:(1)Through cross analysis,it's found that the project has been generally supported by farmers,77 farmers are willing to participate in the project,accounting for 89.5% of the all samples,and 70% of the farmers who have participated in the project will continue to engage in,obviously higher than farmers not involved in(23.2%);Farmers' willingness of participation weaken with aging and strengthen with the increasing degree,family population,labor and forestry area;(2)According to farmers' attitude to the project,,forest management values,the intrinsic motivation of farmers to participate in the project is extracted by factor analysis and cluster analysis,including environment first,economy first,simultaneously develop and non differential value;(3)According to the importance farmers attached to different external factors,extract external factors affecting farmers to participate in the project by factor analysis,including economic,social,technical and policy factors.3.Quantitative Analysis of the influencing factors:(1)For the personal characteristics,farmers' family population and whether have been involved in the project have significantly positive impact on the willingness of participation at the level of 10% and 1% respectively;(2)For the intrinsic motivation,the impact of forest management value including environment first,economy first,simultaneously develop on participation intention is significantly positive,respectively in 5%,1% and 5% level;(3)For the external factors,technical and policy factors have significant positive effect on farmers' participation intention at the level of 10%.Finally,according to the conclusions,following suggestions are put forward:(1)Strengthen the propaganda of forest management carbon sequestration project,improve farmers' cognitive on carbon sequestration and the project.(2)Improve the trading rules and operational mechanisms of the project to guarantee farmers' benefits.(3)Advocate farmers to carry out the sustainable forest management,guide farmers to shape the correct values of forest management.(4)Create better environment to ensure the implementation and the sustainable development of the project.
