Hebei-Shandong-Henan Border Region is located in the east of the Taihang Mountain and the west of Mount Tai and it's also an important part of Shanxi-Hebei-Shandong-Henan Border Region. During the Anti-Japanese War and the War of Liberation, Hebei-Shandong-Henan Border Region had an important strategic significance for the CPC.In the early days of the anti-Japanese war, the Japanese forces launched brutal "mopping-up" campaigns against this area, which led to a sharp decline in the number of fairs. In this situation, the government began to manage the fairs and resume the economy of the border area. In the early period of the Anti-Japanese War, the government adopted the Control Economic Policy to manage the entry and exit goods. After the situation of the war was stable, the government adopted more tolerant economic policies to promote market transaction. In order to stabilize the market transactions, the government set up some organizations such as the Fair Exchange and the Management Committee of the fair to regulate the local fairs. At the same time, the government of Hebei-Shandong-Henan Border Region also took steps to unify monetary, stabilize prices, crack down on smuggling and so on. With the implementation of these measures, here appeared some large country fairs in some parts which made some commerce more prosperous. Besides that, the economic growth also played an active role in winning anti-Japanese war and the War of Liberation.
