With the further development of economic globalization, enterprises are facing increasingly fierce competition. How to maintain and enhance organization's innovation and adaptability has become an urgent problem in the fierce competition. Employee voice behavior is a positive extra-role behavior, plays an important role on innovation and change. Organizational ethical climate can well predict the employees' behavior decisions, but the relationship between organizational ethical climate and employees' voice behavior is still lacks of systematically empirical research. So this study is to explore the mechanism how organizational ethical climate affect on employees' voice behavior, mediated by psychological safety under the circumstance of collectivism orientation.This paper firstly reviewed the relevant theories and literatures of organizational ethical climate, psychological safety, collectivism orientation and employees'voice behavior, and analyzed the relationship between them. Secondly, this paper focused on the mechanism of how organizational ethical climate on employees'voice behavior, the mediation of psychological safety and the moderation of collectivism orientation, and put forward the theoretical model and hypotheses. Thirdly, we compiled questionnaires and revised them by preliminary test to obtain the formal questionnaires. Finally, the tests of reliability, validity of the questionnaires and used correlation analysis, structural equation model to validate the hypotheses.The results show that individual factors and corporate factors have different influences on organizational ethical climate, psychological safety, collectivism orientation and employees' voice behavior. Caring and rules ethical climate relates positively to voice behavior, and psychological safety mediates the relationship between caring, rules ethical climate and employees' voice behavior. The instrumental ethical climate has no significant impact on psychological safety and employees'voice behavior. Collectivism Orientation moderates the relationship between psychological safety and employee promotive and prohibitive voice behavior, we put forward some suggestions that managers should create a voice atmosphere and enhance employees psychological safety level so as to improve employees voice behavior.
