On the reform the system of province governing country, Hubei province began to implement the province governing country fiscal system in the province in 2004, Hunan province in 2015 March decided to consider the pilot of province governi ng county system reform of city list, also officially launched the reform of county ad ministrated by province. This paper selects 16 samples of Wu Ling Mountain area cou nty region Enshi in Hubei and Xiangxi in Hunan. Total retail sales of consumer good s, with 2000-2013 years of investment in fixed assets, the total financial expenditure, GDP of 4 statistical indicators to construct a panel data set. On the basis of the actua l conditions of China and referring to domestic and foreign research results, analysis o f the use of unit root test, Johansen co-integration test, Hausman causality test and m ethod in two counties of 16 2000-2013 overall data. Then panel data of total retail sa les of consumer goods and investment in fixed assets ratio, the ratio of total retail sal es of consumer goods and financial expenditure ratio, fixed effects regression models were established. The empirical analysis, draw the conclusion:(1) To Xiangxi's countr y economic development, Enshi's is more stable and steady, and further to carry out t he fast clustering by demonstration.(2) From the 2000-2013 panel data set, investment and consumption has the long-term co-integration relationship, and the investment ratio in the statistical sense in not caused by the Grainger ratio changes in the total retai l sales of consumer goods.(3): From the 2000-2013 years panel dataof view, fiscal ex penditure and consumption also has the long-term co-integration relationship, and the f iscal expenditure is the Grainger cause of consumption changes in statistical sense. At the end of the development of county economy is the trans provincial relevant concl usions and recommendations.
