With the development of knowledge economic and the accelerating economic globalization, the status and effect of intellectual property rights has become increasingly important. Intellectual property protection consciousness rise earlier in a foreign country. Since the middle of the 15 th century the first law to protect intellectual property was born in Europe, intellectual property rights have played an important role in the process of global economic integration. However, intellectual property management system developed late in our country. And the research of intellectual property management in our country also started late. The consciousnesses of intellectual property rights are also gradually establish. As the ascension of the status of intellectual property management in the enterprise management, many domestic scholars have begun to pay attention to the research of intellectual property management. But the majority of companies in our country are lack of management thought, professional management organization and professional talents. Intellectual property rights management still stays in the simple protection rather than use level. The intellectual property management is not up to the strategic management level and still lack of scientific management system construction.By studying the theory of intellectual property rights found that the intellectual property rights management can be embedded in the process of the whole scientific research. And the intellectual property rights can be managed from project planning, project approval, project implementation, project acceptance, after the project acceptance. Combined with the enterprise actual cases, from the perspective of enterprise scientific research and development, the ideas and measures for the whole process of management of intellectual property right in scientific research project were proposed. The specific approach is mainly focused on the project development needs, from the project planning stage, through the retrieval and novelty of technology, the direction of technology research and development and the goals of the intellectual property rights were established. In the implementation stage, in order to effectively avoid the risk of intellectual property, in a timely manner to protect innovations, provide legal protection for the latter part of the implementation of licensing, the intellectual property targets need to be break into small stages, formed registration and assessment system, mastered technology development trends and timely adjusted the technology development route. In the final stage of the project, through the assessment of the completed intellectual property rights, and implementation and permit others to implement the promising results etc., on the basis of obtaining the income of intellectual property rights, effectively promoted the market freedom and formed the competitive advantage for the subsequent operations of intellectual property rights to provide guarantees.According to the above theory research, project planning, project management, project implementation, project acceptance management and after project management acceptance were selected to establish the index system includes 5 first level indicators and 23 secondary indexes to constitute the evaluation index system, finally carries on the comprehensive evaluation of the whole process management of crystalline silicon solar cell. Entropy method, AHP, fuzzy comprehensive evaluation method, the case of crystal silicon battery research and development projects were used to evaluate the whole process of management of intellectual property right in scientific research project. According to researches about crystalline silicon solar cells, suitable index system is established. The relative data was collected through questionnaire survey. Through the analysis of the data, it is concluded that the fuzzy evaluation results of the whole process management of the intellectual property right of the scientific research project, which further proves the feasibility of this paper.
