The Research On Forest Carbon Sink Offset Policy Based On The Indirect Emissions Of Enterprise

The warming problem caused by the increasement of greenhouse gases is getting more and more attention of the international community and governments.To deal with climate change,China has made the forestry activities to increase forest carbon sinks as an important measure to tackle climate change.It is of great significance to research forest carbon sink offset mechanism from the point of enterprise,the carbon sink demander,to establish complete forest carbon sink policy and a unified national carbon trading market,It helps enterprise to finish the emission reduction task without affecting its economic development as far as possible.This study based on theoretical research of forest carbon sink offset policy with the indirect emissions of enterprise,and 146 employee survey data from 8 enterprises,three industry(electric power,steel and chemical enterprises)among 197 carbon trading enterprise pilots in Shanghai,using the structural equation model analyzes the effects on forest carbon sink offset policy,and using linear programming and simulation analyzes the implementation effect of forest carbon sinks policy with different policy.The main research process and conclusions are as follows:(1)This study using externality theory,equity theory,transaction cost theory analyzes theoretical basis of forest carbon sinks entering into the carbon trading market and the forest carbon sinks offset policy implementation,and then analyzes possibility effects of the forest carbon sinks offset policy implementation from policy,enterprise,carbon sink supply and so on,on the basis,analyzes the mechanism of forest carbon sink offset policy based on the indirect emissions of enterprise.(2)Using 146 electric power,steel and chemical enterprise data and the structural equation model,this study analyzes the effects of the enterprise internal motivation,internal pressure,external incentive and external constraint on forest carbon sink offset policy.The results show that the internal motivation,external incentive external constraint have positive effect on forest carbon sink offset policy significantly,of which the path coefficient of internal motivation is 0.17;The direct effect of external incentive on forest carbon sink offset policy is not significant and the indirect effect of through internal motivation on forest carbon sink offset policy significant,and the path coefficient is 0.054;The path coefficient of external constraint is 0.766,in which the indirect path coefficient through internal motivation is 0.087 and the direct path coefficient is 0.679;The order of total path effect on forest carbon sink offset policy is external constraint>internal motivation>external incentive,and the effect of internal pressure on forest carbon sink offset policy is not significant.(3)According to the estimation results of structural equation model,this study designs different scenarios of forest carbon sinks offset policy implementation to meet the requirements of reduction enterprises,including taking carbon tax,creating favorable policies and strengthening the brand effect and so on,and analyzes the implementation effect of forest carbon sinks policy with different policy scenarios using linear programming,and makes comparative analysis.The results show that with unlimited situation the estimation result of forest carbon sinks offset policy is 3.415;the support degree of forest carbon sinks offset policy with three situations increases,and the growth of creating favorable policies is largest,3.916;with taking carbon tax or strengthening the brand effect,the estimation result is 4.745,3.741.(4)Based on the results the following conclusions are that strengthening the offset and environmental effect of the forest carbon sink can help enterprise to support forest carbon sink policy;Continually relying on government support can encourage enterprise to buy forest carbon sinks;Reinforcing the call of government and market for low carbon can guide enterprise to carry out low carbon development;Increasing incentive effect of forest carbon sink policy can encourage enterprises to buy forest carbon sinks It provides an important basis to develop forest carbon sink market policy from the point of enterprise,the carbon sink demander,to encourage and guide enterprise to buy forest carbon sinks.
