The Research Of Institution Occupational Pension System Construction And Development Pattern

The State Council promulgated the regulations on the reform of pension insurance system of the staffs in government organizations and institutions in January,2015. They are formulated for the purposes of demanding the organs and institutions to pay the basic pension insurance as well as the occupational pension for their staffs. The General Office of the State Council issued occupational pension methods for government organizations and institutions, which democrats our occupational pension system will usher new breakthroughs. At the important stage of the pension insurance system reform, as a magnificent complement of the pension insurance, the development of occupational pension must has an important effect to the improvement of multiple level pension insurance system in our country. What's more, a perfect system arrangement and reasonable development mode will make the occupational pension operates well.As for the research methods, the article adapts Documentation Analysis, Comparative analysis, combination of Qualitative Analysis and Quantitative Analysis, and so on. Based on the related theories of occupational pension and opinions given by the domestic and foreign scholars, this article analyzes the necessity and feasibility of establishing the occupational pension system in government institutions. By combining the current economy and social conditions with the problems existing in the reform, the article points out the challenges in it. By summing up the successful experience of foreign government employees occupational pension system, the article designs the implementation plan and development modes for that in our country. It makes the calculation for occupational pension with the examples of institutions in Tianjin. Finally, it puts forward a series of feasibility advices on how to ensure the implementation of occupational pension system, so as to make suggestions to the relevant government departments.
