Reform of public hospitals at the county level is important to reform of public hospitals, which is a key link to solve two problem about difficulty and high cost of the doctor,therefore,public hospitals at the county level play an indispensable role in the health development in China. However,the current our country public hospitals at the county level have a series of problem,such as unreasonable medical resources allocation,it will lead to insufficient or large scale problems. In 2015, The State Council released a report about open the comprehensive reform of public hospitals at county level. The report proposed the government should clear the size of the county public hospital beds, construction standards, equipment control standards, and improve the efficiency of medical services. At present, many scholars have also proposed to control the size of the hospital. However, what is the appropriate scale, how to measure the appropriate scale. These problems lack the corresponding measurement methods. In addition, it is necessary to measure the appropriate scale of public hospitals at county level in china to make up for the defects and deficiencies of the current research.In order to explore the appropriate scale of public hospitals at the county level, our research will take xinjiang public hospitals at the county level for samples. In the first place,we will make use of factor analysis and curvilinear regression equation to analyze moderate scale to Public hospitals at the county level in cost management perspective. According to the results, we divide the hospital scale into small scale, medium scale and large scale groups and make use of BCC model and CRR model of data envelopment analysis to the comprehensive efficiency,pure technical efficiency and scale efficiency. We found that:(1) when the number of beds in 226-299, Xinjiang county public hospitals would achieve the appropriate level of scale and reach the optimal state for Service efficiency;(2) cost management level is low in Xinjiang public hospitals at the county level, and three regions is an unbalanced development;(3) Xinjiang county public hospitals have excess investment or output problem;(4) Xinjiang county public hospitals have insufficient income problem. According to the results of the study, we should further promote the reform of public hospitals at the county level, strengthen the public hospitals,especially in remote backward areas supporting work. The hospitals should resist the health resources-oriented and regional health planning-oriented to develop, and attach great importance to the talent team construction,and improve the efficiency of medical service and quality.
