Present Situation And Countermeasure Analysis On The Grain Subsidies Policy Of Baitang Town In Boluo County

Food is a necessity of life, playing an important role on solving farmers' income and maintaining national stability. Beginning in 2004, the implementation of food subsidies, direct grain subsidies and comprehensive agricultural subsidies, seed subsidies combining subsidy system have been formed. Food subsidies for China's grain production have played a very big positive role. Since food subsidies execute less time, it will inevitably be a variety of problems. Solve the problem of food subsidies could help protect food security,and could be more conducive to rural issues.In this paper, from the process of evolution and classification of food subsidies policy in China, the implementation of food subsidies policy necessary factors are studied. In boluo county town parker grain subsidy policy on the basis of field investigation and study analysis to implementation of the status quo. On the basis of the reading of vast amount of literature, through the form of questionnaires, combined with the actual situation. We found boluo county food subsidies policy parker farmers' evaluation is good. The enthusiasm of the villagers to plant were aroused, but also increased the farmers' income. At the same time food subsidies policy found in research farming area is reducing year by year, not enough food subsidies. inefficient and execution cost is high, farmers to the grain subsidy policy understanding fuzzy, low awareness of the various problems to form a complete set of food policy. The cause of the problem with labor, laws and regulations system, supervision mechanism of funds, the policy effect, policy propaganda, supporting policies were summed up. Concrete improvement countermeasures and suggestions to perfect the grain subsidy policy accordingly were put forward. There are mainly healthy food subsidies system of laws and regulations, continue to intensify food subsidies, promote rural land circulation, the full implementation of agricultural subsidies support protection, improve the subsidy way, promote rural land circulation, increase food subsidies policy propaganda,establish supervision and evaluation mechanism.
