Real estate tax refers to the taxes imposed on real estate.Compared with the rapid development of real estate industry,construction of real estate tax system is lagging behind.On the one hand,real estate taxes fail to give full play to the function of the allocation of resources.On the other hand,it fails to give rein to raise local fiscal revenue.In the background of high housing price and land finance,the real estate tax system reform is given more social responsibilities and attracts tremendous attentions.Real estate tax system reform is important to promote the resource allocation and revenue raising function and improve local fiscal revenue structure.This paper takes the impact on housing price and local fiscal revenue of the real estate tax system reform as the research content,combines qualitative and quantitative research methods,and explores the effects of different reform programs.Based on current real estate tax system problems,this paper proposes two reform programs and six kinds of real estate tax design plans.Based on the relations of real estate tax,housing price and local fiscal revenue,this paper simulates above programs and analyzes the impact on the housing price and local fiscal revenue in the use of theoretical models.This paper draws the following conclusions.The impact on the housing price of real estate taxes is related to the elasticity of supply and demand,taxes imposed on different levels have different effects.Two reform programs can achieve the goal of stabilizing housing price and making up for local fiscal revenue.The government can choose specific tax base and tax rate to achieve the appropriate objectives,the broader tax base and the higher tax rate will bring more significant effects of policies.Under the settings of narrow tax base and low tax rate,the real estate tax reform may cause short-term local fiscal revenue gap.Accordingly,this paper proposes to improve the real estate tax legislation,improve the supporting institution building and make clear the application of the real estate tax revenue.
