A Study About Private Employment Training On The Effect Of Individual Income

Employment is one of the main goals of economic policy.In recent years,at the impact of the market economy system reform and the decrease of our economy,the labor market structural friction intensified,and the unemployment is very high.In order to stabilize the economy,to achieve a soft landing,and to get rid of labor unemployment problem brought by the transformation,the governments at all levels carry out public employment training actively,trying to help the unemployed obtain employment.But because of its limitations,private employment training is required to compensate.Therefore,in order to achieve the optimal allocation of resources,the scientific assess of private employment training has important theoretical and practical significance.The main problem to evaluate private training program is the selection bias.That the individuals choose whether or not to participate in a program is depending on their own characteristics.Therefore,the outcomes evaluated by ordinary measurement methods do not reflect the true treatment effect.The data used in this study was collected by the public management school of Nanjing University of Finance and Economics.The study use propensity score match(PSM)to assess the treatment effect.OLS regression,controlling function method,propensity score matching method are used in this study,which are operated in the STATA software.The evaluation results raised from these three methods would be more robust.The study find that,private training program have significant effect on the income of participants.Meanwhile,the individuals who have well qualities are participated in trains more.In order to improve the quality of the private employment training,some measures were proposed in this study.First,the division of public sector and private sector training should be clear.Second,the government should give financial support for private training institutions.Third,to strengthen the supervision of vocational training institutions.Fourth,broaden the training information dissemination channels and establish market training database.
