Since twenty-first Century, with the wholesale banking credit business competition is becoming increasingly fierce, the bank profit space more and more narrow, in order to ensure its survival and development, banks began to seek other business beside the wholesale business. In this situation, more and more attention has been paid to the retail credit business with its unique advantages in higher income margins, economic capital savings, credit asset structure optimization and so on, and which has even become the focus of credit business. After more than and 10 years of development, the retail business of China commercial banks is developing much rapidly with the continuous improvement of the innovation ability for corresponding products, the enriched variety and expanded scale of the retail business, and the improvement of service quality. However, compared with the developed countries, the retail business of commercial banks in China is still in the initial stage of development with its problems in business development model and risk management and control, especially, Asian financial turmoil in 1997 and America's sub-prime mortgage crisis in 2007 has warned that commercial banks should attach great importance to the risk management of retail credit business, which indicates the important practical significant for the research on the risk management of retail credit business.In this paper, taking the Postal Savings Bank of China as the main research object, to analyze the development of retail credit business, especially how to control the risk in the development. Starting from the analysis of that the retail credit business is competitive business for the commercial banks to adjust credit business structure and seize the market under the background of unreasonable credit structure and low quality of credit assets in China's financial environment, in this form, to greatly develop the retail credit business for the Postal Savings Bank of China is not only the demand of the market development but also an important strategy to achieve rapid and sustainable development.Through which this paper expounds the significance of this study, the definitions of the related concepts, the description of the research method of this paper,as well as the innovation points and deficiencies of the paper. And then,from the theoretical point of view, to analyze the theoretical basis for the Postal Savings Bank of China to develop the retail credit business from a further deep and multi angle, which is based on the collation of relevant literature and research at home and abroad. Again, to analyze the China's postal savings bank retail credit business development present situation, the historical stages of the Postal Savings Bank of China,and the status of Postal Savings Bank of China, and the problem of the Postal Savings Bank of China to develop retail credit business. This paper take the Postal Savings Bank of China Shandong branch as an example to analyze the basic business strategy of Postal Savings Bank of China, and analyze the existing problems and challenges. And then based on the existing problems and challenges of the Postal Savings Bank of China Shandong branch at present, the proposed solutions are put forward. Finally, based on the analysis of the full paper, the corresponding countermeasures and suggestions are puts forward systematically for the Postal Savings Bank of China's retail business development and risk management.
