Study Of The Expense Of Budget Management Of Wenzhou Maritime Safety Administration

To improve the expense of budget management of grass roots level of maritime department in law is one of the key tasks for grass roots maritime department, and is also the inevitable choice of be in conformity to the transformation of budget management mechanism. It is of tremendous importance.This paper focuses on the study of Wenzhou Maritime Safety Administration (Wenzhou MSA). On the basis of public choice theory, overall budget management theory, and game theory, by the application of methods of document study, questionnaire, discussion, comparative study, this paper analyses the status quo of the expense of budget management of Wenzhou MSA, and analyses the defects and underlying reasons of the Expense of Wenzhou MSA budget management, and raises the suggestions and measures to optimize the current situation of the Expense budget management of Wenzhou MSA. This paper is divided into 3 sections.Section one clarifies the background and meaning of this study, makes comments on the situation of this study, and introduces the contents, methods and technical ways, the innovation points and deficiencies;lays down the connotation of Expense Budget, Wenzhou MSA, Comprehensive Budget and Performance Management, expounds overall public choice theory,budget management theory, and game theory, as the theoretical basis of the paper;Section 2 mainly introduces the status quo, development direction and existing problems of the Expense budget management of Wenzhou MSA. This article first introduces the current situation of the expense of budget management of Wenzhou MSA in the aspects of the basic situation, budget expenditure management system, operation mechanism, the achievements obtained and put forwards. Secondly, through investigating the Expense of budget management of Wenzhou MSA, data analysis and discussion, analysis the problems existing from the budget system, the establishment, execution, and in the supervision level; Finally, analysis the cause of the problem in historical, policies and ideas factors;Section 3 the paper draw lessons from foreign governments and the successful experience of domestic maritime department budget expenditure management, put forward theoretically optimizing path and countermeasures for the Expense of budget management of Wenzhou MSA in Budget system, preparation, execution and supervision. First of all, the comprehensive budget management should be implemented, increasing publicity efforts, optimizing the internal control system, improving the organizational system and strengthening the technical support; Secondly, through the whole staff participation, innovation and preparation of content, detailing budget subjects to improve the budget preparation mechanism; Third, through a clear implementation^of the subject, the implementation of regular reporting system and budget execution analysis, to strengthen budget execution management; At last, through the implementation of the whole process of monitoring, budget performance management and the implementation of information disclosure, to improve the budget supervision system.
