Research On The Building Of The Serviceability Of The Local Tax Bureau—Take Anyangxian For Example

Since May 1,2016,the replacement of business tax with value-added tax(VAT)has changed in full implementation in the construction industry, real estate and service industry. The business tax as one of the main taxes had to completely withdraw from the stage of history. Under the background of replacing business tax with value-added tax(VAT), as an important functional departments, how to allocate the levy power more scientifically and optimize its service ability construction,providing more convenient service for taxpayers become very significantly important.As a grass-roots local tax worker, in the full implementation of replacing business tax with value-added tax after the transition period after the reform of tax system and the absence of the main tax, I take the Anyangxian Local Tax Bureau for instance to study how to improve the serviceability of the local tax department.Starting from the influence of the replacing business tax with value-added tax,this paper studies the construction of the serviceability of the local tax department.Combined with the current situation of the unit, finding out the problems and causes of Anyangxian Local Taxation Department.Around Anyangxian local department of serviceability building this theme, the serviceability building is subdivided into five goals:responsibility, rule of law, service, technology and personnel. By analyzing the current actual situation, this paper means to work out the methods and suggestions of serviceability building of Anyangxian Local Department.The main content of this paper includes the background and influence of the tax reform, the goal of serviceability building, the existing problems and the reasons and resolvents. The research idea of this paper is to establish the specific goal at first, and then to find out the existing problems according to the goal. According to the problems finding out, I use my own learning of public management to work out the methods of resolvents. The purpose of this paper is to improve the serviceability of Anyangxian local taxation bureau and better serve the taxpayers by studying the current existing problems and solving them.
