Research On The Performance Management Of The State Taxation Bureau Of Xuchang County

Since 2014, the State Administration of Taxation decided to implement the performance management in the national tax system, with nearly three years of extensive and in-depth development, performance management has become an important starting point to strengthen the daily management of the tax authorities. Overall performance management system to gradually improve, evaluation indicators have been improved, performance appraisal information system to continue to promote the construction of the tax system performance management has made significant achievements. However, the grass-roots tax authorities are directly responsible for the first unit of the collection management and services for taxpayers, how will the performance management and tax system in the daily collection work to combine, promote and complement each other, how to promote the performance management of taxation cadres development, need to consider carefully. This article attempts by the State Taxation Bureau of Xuchang County Bureau of the grass-roots tax system as an example, introduces the situation of performance management in recent three years, analyzes the existing problems, further improve the performance management level of the grass-roots tax department countermeasures and suggestions. This article uses the literature review method, the use case method, elaborated the government performance management theory, introduces the foreign tax department to enhance the efficiency aspect the positive exploration, summarizes our country tax department performance management development course. The biggest innovation is the reality and operability of the research topic, which has practical significance to guide the current Grassroots Tax department performance management practice.
