The Research On The Project Development Strategy And Safeguard Measures Of ZMY Country "Economic And Trade Cooperation Zone"

In the situation of economic globalization and economic integration, the enterprise "going out" is a kind of strategic arrangement for the Chinese government to reform and open to the outside world. The report of the 17 th National Congress of the Communist Party of China clearly pointed out: “ We should adhere to the basic national policy of Opening Up and better integrate the " bringing in " and " going out " to expand the open field, optimize the open structure and improve the quality of opening up. In this way, we will finally build a mutually beneficial, safe and efficient economic system and gain the new advantage to participate in international economic cooperation and competition under the conditions of economic globalization.As a new mode of China’s foreign direct investment, the overseas economic and trade cooperation zone is gradually becoming one of the most important platforms for Chinese enterprises to go abroad and carry out transnational operation. The construction of China’s overseas economic and trade cooperation zones is guided by the government’s strategic policy and totally operated by enterprises. It provides enterprises with a space for overseas operations and with guidance for enterprises going abroad to invest in overseas markets and play the role of industrial agglomeration and clustering to resist risks and so on.Zambia has relatively relaxed financial environment with gradually deregulated control of foreign exchange, which creates a better investment environment for foreign investors.China is an important trade partner of Zambia, and the bilateral relations are long-term traditional friendship. The planning and construction Zambia- Chinas economic and trade cooperation zone is one of the important measures to consolidate and strengthen the comprehensive strategic partnership of the two countries.This paper first introduces the construction background and significance of the overseas economic and trade cooperation zone. On this basis, the author analyzes the construction and development of Zambia- China economic and trade cooperation zone, and points out the problems existing in the zone, and then analyzes the Zambian investment and policy environment and the competitiveness of the ZCCZ. Based on the actual situation of the construction of overseas economic and trade cooperation zone and theoretical analysis, this paper discusses the development strategy and planning of the overseas economic and trade cooperation zone on the existing problems in the construction of the cooperation zone such as poor investment environment of host counties, difficulties in corporate financing, lack of international management talents, ambiguous positioning and so on.
