Since the reform and opening up, with the rapid development of Quanzhou economy. The GDP in 1978 increased from 779 million Yuan to 613.774 billion Yuan in 2015, Not just the total economy arises significantly, so does the living standards. Overall, incomes and living standards greatly improved, but gap significantly expanded at the same time, and the resulting in income distribution imbalances, the problem has aroused abroad attention. Urban-rural income ratio increased from 1.76 times in 2000 to 2.71 times by 2012 and the actual income gap staggering 20,368 Yuan. Public policy of city, especially because of urban industry, human capital development policy bias, results in equal development opportunities and policy bias, he current social urban and rural residents'income inequality. If resident's income gap continues to expand, a big barrier will show to economic health. How to narrow the Urban-Rural resident income gap, cut the cake more reasonable and promote social equity, which is very important to improve people's livelihood. The government policy play a key regulatory role as it relates to all levels of society. We should make full use of policy to adjust the distribution of social interests, from the perspective of government, research on the policy of narrowing the income gap and to propose appropriate policy recommendations, to take policies of income distribution reform, such as "improving the low income, expanding the middle income, control the high income", and the government support the bottom income, to further narrow the income gap, continue to release the enormous potential of reform and development, to speed up the Quanzhou urban and rural economic development and building a moderately prosperous society of great realistic significance and guidance.Based on the dual economic development theory, the theory of income redistribution and government behavior externality theory, this article combines the qualitative and quantitative analysis, then through data analysis the income gap in Quanzhou. a phased implementation of the reform and opening policy set out to understand the policy influence. Quanzhou income gap whole show has expanded each year policy factors were analyzed from a macro perspective and micro perspective, which is including:urban policy bias, industry bias and public administration policy imperfect. Applicable policy recommendations was made to narrow income gap of the municipal level:(1) adjust and improve related policies to promote equitable development of urban and rural areas;(2) improve public management policies that strengthen the process was fair;(3) The innovation policy of rural residents' income, narrow the Urban-Rural resident income gap.
